Evaluation reports

Evaluations, reports and documents prepared by DARA, which provide proposals and analysis about international development and humanitarian action in different regions and situations:

A ripple in development? Long term perspectives on the response to the Indian Ocean tsunami 2004.
DARA to TEC-SIDA, 2008-2009.

This report is a follow-up evaluation of the links between immediate relief, rehabilitation (or reconstruction) and development (LRRD) in the response to the 2004 Indian Ocean tsunami. The first LRRD evaluation was carried out as part of the Tsunami Evaluation Coalition (TEC) set of evaluations in 2005-06. The LRRD2 evaluation report looks at the situation in Indonesia, Sri Lanka and the Maldives during the four year period up to the end of 2008. A number of organisations and government agencies have supported this evaluation in various ways, with the aim of providing conclusions and lessons learned that are useful for mitigating the consequences of possible future disasters.

Mapping and Identification of Mechanisms and Development Funding to Respond to Emergencies in Latin America.
DARA to SEGIB (Ibero-American Secretariat General), 2008.

The heads of state at the Iberia-American Summit (Santiago, Chile, November 2007), concerned by the damage natural disasters cause to the countries of the region, commissioned the SEGIB to hold a meeting of expert to evaluate the possibility of establishing a simplified Ibero-American mechanism to respond to emergencies and contingencies caused by natural disasters, as well as the possibility of creating a development fund to respond to these disasters. In compliance with this mandate, the meeting on “Natural Disaster Response Mechanisms” was held in Mexico City in September 2008, where this mapping document, created by DARA, was distributed and debated.

Evaluation of DIPECHO (Disaster Preparedness ECHO) Action Plans in Central America.
DARA for ECHO, 2007

The evaluation for ECHO was an evaluation of great importance due to the number of actors involved, the geographic area (Central America) and the timeframe covered (9 years). This evaluation has helped to empower and strengthen local capacities. The evaluation was performed entirely by DARA and lasted more than 7 months, during which time the team visited numerous projects in the field implemented by national and international NGOs, as well as practically all the national and regional authorities in charge of disaster risk reduction in Central America.

Inter-Agency Real-time Evaluation of the Response to the Floods and Cyclone in Mozambique.
DARA for OCHA, UNICEF, 2007.

This IASC document provides conclusions and recommendations about the use of the cluster approach employed in Mozambique in response to the floods and Cyclone Flavio. The evaluation also provides recommendations about emergency funds, including the CERF and the Flash Appeal; the long term relationship between the response and the context; support for local institutions; and the significance of the responses provided for those affected.

Study on Private Financing of Humanitarian Action 1995-2005.
DARA, November 2007.
The purpose of this report, commissioned by the Overseas Development Institute’s (ODI) Humanitarian Policy Group (HPG), was to gather quantitative data on the financial contributions of the private sector and individuals in order to grasp the importance of private funding for humanitarian aid between 1995 – 2005 and the apparent trend toward privatisation in humanitarian action.

TEC Synthesis Report: Expanded Summary.
John Cosgrave, TEC, January 2007.
The expanded summary of the Synthesis Report of the Tsunami Evaluation Coalition is written with the humanitarian professional in mind. It represents the TEC’s commitment to distribute its conclusions and recommendations as extensively as possible. This document describes clearly the context of the tsunami and the response to the disaster.
