DARA is selected to advise the European Commission on evaluation.
DARA, together with two other European organisations (Tavistock Institute and Ecorys), will support the European Commission in creating evaluation methodologies for its foreign cooperation programmes around the world. DARA was awarded the Framework Contract for multi-country thematic and regional/country level strategy evaluation studies and synthesis as well as evaluation support actions in the area of EC external cooperation of Lot 6. The agreement was signed in February 2007 and has a duration of two years.
Specifically, DARA will support the Joint Evaluation Unit on issues related to methodology. To do so, DARA will update the current mechanisms in order to make it more efficient. The purpose is to improve the already existing tools and methods and create new ones that can cover additional areas, like sectorial programmes or budget support. The creation of these functions will involve an ad hoc support from DARA for delegations, as well as for the European Commission headquarters.
DARA also participates in the Framework Contract for Technical Assistance and Studies for the European Commission and Third Countries. Together with other organisations and European entities, DARA will advise the European Commission on the process of public bids that take place in the offices in Brussels, as well as in its delegations in other countries. This agreement will last until 2009.
