The qualitative information included in the HRI comes from surveys conducted by a team of experts from DARA, of both implementing humanitarian aid agencies (in the field and in their headquarters) and donors, regarding eight humanitarian crises that occurred in 2006.
The crises were selected based on the following criteria:
• Type of crisis (natural hazards and conflicts)
• Geographic representation
• Magnitude of emergency
• Presence of donors
• Amount of funding received
The countries covered were:
• Colombia
• Democratic Republic of Congo
• East Timor
• Haiti
• Lebanon
• Niger
• Pakistan
• Sudan
In total, more than 1,000 questionnaires were completed.
