Australia is 14th in this year’s Index. Its best pillar ranking of 9 relates to pillar 2, due mainly to an excellent performance in encouraging better coordination with humanitarian partners, strengthening local capacity to deal with crises and strengthening resilience to cope with crises. However, Australia only comes in 17th place in pillar 1, mainly due to very poor results for the distribution of funding to priority sectors, forgotten emergency and emergencies extensively covered by the media. Its weaknesses also include a perceived lack of independence and neutrality of its objectives. In pillar 3, it is perceived to do particularly well in facilitating safe humanitarian access. Finally, its performance in pillar 4 is mixed: among its strengths are its ability to enhance security; on the other hand, it suffers from a perception that it does not support the primary role of civilian organisations in humanitarian action, or adequately protect human rights.
