Austria comes in 20th in the HRI. With the exception of its best pillar ranking of 12 in pillar 4, it does relatively poorly across all the other pillars. Within pillar 1, its strengths include a distribution of funding that closely matches the needs identified in ECHO's global needs assessment and its timely funding to onset disasters. By contrast, it does very poorly in providing timely funding to complex emergencies. In pillar 2, reflecting its worst performance, it does very poorly for consultation with beneficiaries on monitoring and evaluation, on funding to strengthen local capacity and on supporting long-term development aims. In pillar 3, it stands out for providing much of its funding in unearmarked form, thereby boosting the flexibility of its funding. By contrast, it stands out for poorly funding the UN consolidates appeals process. Finally, in pillar 4, its results underscore its good track record in implementing human rights law and international humanitarian law.
