Belgium comes 15th overall in this year’s Index, with a seventh place overall in pillar 4. This is balanced against its 17th and 16th places in pillars 5 and 3, respectively. In pillar 1, Belgium stands out for its good results regarding impartiality and neutrality, its commitment to ongoing crises and for a distribution of funding which largely matches the vulnerability criteria set out by ECHO’s Global Needs Assessment. It also does fairly well in funding forgotten emergencies. However, its funding is also skewed towards those countries with which it has strong historical ties or geographical proximity. In pillar 2, its 12th place belies some excellent results, including for consultation with beneficiaries on design and implementation, strengthening preparedness and for supporting the rapid recovery of sustainable livelihoods. In pillar 3, its performance is also mixed, with the top score for supporting the Red Cross Movement and generous support to quick disbursement mechanisms, but low scores for its preparedness to implement humanitarian action, funding NGOs and for earmarking its funding.
