Canada ranks seventh in the HRI, with a particularly good performance in pillars 2, 3 and 5. Canada’s humanitarian funding is generally free of historical ties and/or geographic proximity considerations, and its humanitarian actions are broadly consistent with implementing international guiding principles as it has implemented many of the principal legal instruments on human rights and international humanitarian law. Canada excels in other areas as well, especially in funding allocations to priority sectors, funding which is allocated to the most needy and vulnerable countries, in the predictability of its funding allocations to key humanitarian partners and in delivering funds which, on the whole, are not subject to rigid earmarking constraints. In third place in pillar 5, Canada does very well in producing self and joint evaluations of humanitarian assistance interventions.

Nevertheless, there are some areas of weakness in Canada’s performance. Among them, are funding allocations driven by media coverage and/or sectorial considerations and the need to distribute more evenly resources to forgotten emergencies. In pillar 1, Canada could improve response times to emergencies. Funding to strengthen the capacity of countries to respond to crises is yet another area where Canada’s performance could be boosted.
