Finland occupies 11th place in this year’s HRI. In pillar 1, it does well in providing funding free of historical ties and/or geographic proximity considerations, is perceived to be faithful to the humanitarian principle of independence and generally succeeds in providing funding to priority sectors and in harmony with the needs identified by ECHO's Global Needs Assessment. However, its commitment to on-going crises and its funding in proportion to need are somewhat called into question. It only comes 19th in pillar 2, with weaknesses in encouraging better coordination with humanitarian partners and in strengthening preparedness. Its results in pillar 3 strongly suggest that Finland works well through multilateral channels, by providing flexible and generous funding to the IFRC Appeals, the International Red Cross Movement and by supporting effective coordination efforts. Across the five pillars, it does particularly well in pillar 5, where it achieves 8th place overall, providing generous funding to accountability initiatives.
