France has a rank of 19 in the HRI. France’s strength can be found in pillar 4, the implementation of international guiding principles, where it does well supporting international humanitarian law and the principal legal instruments on human rights. However, France’s humanitarian assistance is not sufficiently independent from considerations of historical ties and geographic proximity with the recipient country. It is, likewise, closely correlated to other factors, such as media coverage, unduly concentrated on a few sectors, and does not pay enough attention to the needs of forgotten emergencies. France does particularly poorly on pillar 2, capturing aspects of the integration of relief and development. In relation to ODA, France allocates the lowest levels of funding to strengthening the capacity of countries and local communities to deal with crises, as well as to various multilateral mechanisms which have been established to enhance capacity for crises prevention and recovery.

France contributes well below its “fair share” to UN Consolidated Inter-Agency Appeals, to the IFRC and ICRC Annual and Emergency Appeals and to the CERF. It also fares poorly on variables which underscore the ability to work effectively with other humanitarian partners. Funding to UN coordination mechanisms and common services and to quick disbursement mechanisms is well below its fair share in relation to DAC GDP.
