Germany ranks 13th in the HRI this year, with a 9th place in pillar 4. In pillar 1, it achieves 12th place overall, thanks to its timely funding to onset disasters and its perceived funding in proportion to need, although its commitment to on-going crises and timely response to complex emergencies are both weak. Its worst pillar ranking of 17 relates to pillar 2, where it is not perceived to do well in supporting long-term development goals or in facilitating the rapid recovery of sustainable livelihoods. In pillar 3, its strengths are clearly in the area of promoting the role of and funding NGOs, which receive a large share of German aid and attend coordination meetings. However, Germany is not much of a multilateral player, and fails to provide its fair share of funding to the CERF and the UN appeals, nor does it come across as generous in providing funding to UN coordination mechanisms or to other appeals. In pillar 4, Germany has done well in implementing international humanitarian law and affirming the primary position of civilian organisations in delivering humanitarian assistance.
