It occupies third place in pillar 1, which holds the greatest weight in the Index, with excellent results for the independence of its humanitarian aid and for the timeliness of funding to complex emergencies. However, it does not perform as well in providing timely funding to onset disasters. In pillar 2, where it holds 4th place, its forte is in the provision of considerable funding to strengthen local capacity, while it is pulled down by poor results on encouraging better coordination with humanitarian partners and on strengthening local capacity to deal with crises. In pillar 3, it achieves fifth place and obtains an excellent score for funding NGOs. Its main weakness lies to pillar 4, where it attains only 16th place overall.
