Luxembourg is 12th in this year’s Index. It does very well on pillars 1 and 3, occupying sixth place in both of these. In pillar 1, it does quite well for sticking to the basic humanitarian principles, especially the alleviation of suffering, impartiality, neutrality and independence, as well as for its perceived commitment to ongoing crises and its timely funding to onset disasters. By contrast, it comes in only 19th in pillar 2, pulled down by low scores for failing to consult with beneficiaries on monitoring and evaluation, to strengthen preparedness and local capacity to deal with crises, as well as for not encouraging better coordination with humanitarian partners. In pillar 3, Luxembourg emerges as a very generous multilateral funding force. It is second to none for funding its fair share of the CERF, the ICRC Appeals and the UN CAPs. In pillar 4, it is shown not to have done enough to implement international humanitarian law. Finally, its showing in pillar 5 suggests weaknesses in supporting accountability initiatives in humanitarian action.
