The Netherlands occupies fourth place overall. Its excellent results are concentrated in pillars 3 and 1, where it holds 3rd and 5th places, respectively. In these areas, the Netherlands shares many characteristics with the other top performers of the Index, ensuring that its funding reaches forgotten emergencies and providing flexible and unearmarked funding that can be rapidly deployed. However, its commitment to on-going crises, and its independence and neutrality are called into question by its mediocre rankings. In pillar 3, it excels at funding quick disbursement mechanisms, the Red Cross Movement, at providing predictable funding and supporting contingency planning and capacity building efforts. For pillars 2 and 4, it only comes in eleventh.
