New Zealand ranks eighth overall, achieving the top rank for pillar 2 and coming second in pillar 4. In pillar 1, it is second to none for the alleviation of suffering and for impartiality but is pulled down by a lack of timeliness in funding complex emergencies and a distribution of funding that favours sectors and crises given a great deal of media coverage. In pillar 2, it stands out for providing the most generous funding to international disaster risk reduction mechanisms, as a proportion of ODA. In pillar 3, its strength is clearly in providing flexible funding, however, it funds less than its fair share of the CERF. Finally, in pillar 5, it earns high scores on those indicators which track commitment to learning and accountability initiatives, flexibility of funding, and funding which is committed on the basis of needs and needs assessments.
