Portugal occupies 21st place in this year’s HRI. In pillar 1, its 19th place belies top scores for directing its funding to priority sectors and for the timeliness of its funding to onset disasters. However, it does poorly in providing flexible funding and is also perceived to lack commitment to the crises it funds. Its strength lies in pillar 2, where it obtains 14th overall, thanks to good results for strengthening preparedness and resilience to cope with crises. Portugal does poorly for the other pillars, especially pillars 3 and 5.
