Central Emergency Response Found
The Central Emergency Response Fund (CERF) was created in 2005, by the United Nations, to promote and guarantee a timely and reliable humanitarian assistance to those affected by natural disasters and armed conflicts. A forum meant as a joint performance among donors, CERF is a reference information source to the Humanitarian Response Index.
Development Assistance Committee
The Development Assistance Committee is the principal body through which the OECD deals with issues related to co-operation with developing countries. In 2005, the 23 members of the DAC committed to observe the Good Humanitarian Donorship Principles. The Humanitarian Response Index measures the performance of each DAC member with the Good Humanitarian Donorship principles, approved and accepted by them.
The Point System of the European Commission Humanitarian Aid Department (ECHO) offers constantly updated information about the state members' contributions to Humanitarian Aid. This Point System has been consulted by DARA to obtain relevant quantitative data on the studied donors.
The Good Humanitarian Donorship is an initiative of the OECD Development Assistance Committee members (DAC), which establishes a reference framework of good practices and mechanisms for the promotion of accountability and transparency in humanitarian actions, according to the international humanitarian principles and laws. The starting point of the Humanitarian Response Index is the analysis of the extent of the donors' compliance against the principles established by the GHD.
OCHA Financial Tracking Service
The FTS is a global, real-time database which records all reported international humanitarian aid. FTS, managed by the UN Office for Coordination of Humanitarian Affairs (OCHA), features a special focus on consolidated and flash appeals, because they cover the major humanitarian crises and because their funding requirements are well defined – which allows FTS to indicate to what extent populations in crisis receive humanitarian aid in proportion to needs. FTS has been consulted by DARA’s technical team to obtain quantitative data to develop the Humanitarian Response Index.
